just my .02 isk... the hulk's tank can handle anything that shows up in low sec, and your drones should easily be able to take them out.
as for players... you shouldn't really have to worry about them much, as long as you take a week to set things up.
Find a relatively quiet system. even just one or two jumps off the direct path between busy places (ex: shortest autopilot route from jita to 0.0) are often almost completely safe.
take the time in something small and agile to setup warp in points at the asteroid belts that are on the opposite side of the belt from the warp in point so you can't be scrambled immediately.
warp to your bookmarks, and immediately align toward something, be it station, planet, safespot, whatever...
learn how to use your directional scanner, keep it open and use it whenever there is someone else in system. keep it running, and pay attention to what shows up. if you see someone getting close on your directional scanner (1AU=150.000.000) cancel your lasers, and turn on the cloak immediately.
equip your barge with cargo expanders and just haul it back yourself every time you fill up.
if you have a second account (or a friend), have them sit at the warp in point for the asteroid belt in a FAST disposable ship with webbers, and target disruptors if you have extra slots. if you get surprised by someone, immediately web them them, and warp the hulk out. remember, the sole point of this ship is to give the hulk time to get out. Let this ship get destroyed if it gets the hulk out of the belt safely.
due to the cost of a hulk, i'd lose one of the strip miners in favor of a cloak. especially if mining solo. you won't mine as fast, but you'll be a lot safer, and still mine faster than many of the smaller barges due to the extra bonuses per laser.
always have local open and pay attention to who is there. even if you don't know them, if the only other people in local are regulars in system, and they haven't attacked before, you are generally safe (this DEFINATELY not always true though)
while i have never trained for barges, i had good success mining solo in a cruiser in low sec using these basic principles.
